1. Make the dressing: In a large bowl, whisk together

 2. Stir into the dressing. Let the mixture sit while you cook the bulgur.

Bring to a boil over high heat. Reduce to a simmer, cover and cook until the bulgur is tender, 15 to 20 minutes (if there's still some liquid left in the pan, drain it off).
